Global health - Strengthening health systems and international cooperation to prepare for future pandemics


Dr Caroline Carbonnelle, PhD in virology, is a scientific leader specialist in infectious diseases and highly committed to public health improvement. She currently serves as Global Head of Scientific Networks and Partnerships at Sanofi, focusing on Global Health, Partnerships, and Funding for R&D innovation and vaccine development.

With over 15 years of senior leadership in high-risk pathogen research and in global health, Dr Carbonnelle has held key positions in private and public sectors. For more than 10 years, she co-directed the Inserm-Jean Mérieux BSL4 laboratory in Lyon, France’s only high‑security research facility dedicated to Risk Group 4 pathogens. In this context she played a pivotal role in the Ebola outbreak response in West Africa, coordinating multi-stakeholder emergency operations.

At the European level, she has served as a trusted interface between national and international public health authorities, government & regulatory bodies, and international coalitions and organizations, contributing to high-level decision-making on health system reinforcement and future pandemic preparedness frameworks. She also coordinated research capacity and readiness across borders.
