Cyril Noirtin is Deputy Director General at ISC PARIS Business School.

A member of Rotary since 2002, Cyril was the founding president of his club, served on several district committees, was a member of the Rotary Foundation's Peace Centers Committee, a member of Rotary International's Young Adult Service Committee and RI's Rotaract Committee, treasurer, and chair of the Rotary Intercountry Committees Executive Board.

Cyril is Vice Chair of the Strategic Planning Committee of Rotary International and The Rotary Foundation. He also represents Rotary International as its principal representative to UNESCO and the OECD, and is the Dean of the Rotary Representatives Network.

He is a former member and president of Rotaract Europe, and a former participant in Rotary's Youth Exchange program. Cyril is a recipient of the Rotary Foundation's Regional Award for a Polio-Free World and a Major Donor to The Rotary Foundation.

He received the Service Above Self Award in 2023.
