Global health - Strengthening health systems and international cooperation to prepare for future pandemics

Professor Lionel Collet is a doctor specializing in otolaryngology and audiology, with a doctorate in medicine (1980) and a doctorate in human biology (1985). He was a university professor and hospital practitioner from 1992 to 2013, heading up the audiology department at the Hospices Civils de Lyon and a CNRS research laboratory on neuroscience and sensory systems, with significant research activity and more than 200 scientific publications.

Alongside his medical career, Lionel Collet has held major academic positions. He was president of Claude Bernard Lyon 1 University from 2006 to 2011, then president of the Conference of University Presidents from 2008 to 2010, where he was involved in university reforms and the promotion of dual degree programs in order to open up health training to a variety of profiles from other disciplines.

He joined the Council of State in 2013 and became a key player in regulation and public policy development, with a cross-cutting vision of institutional and governance issues. He has headed several national public health agencies and, in April 2023, was appointed president of the Haute Autorité de Santé (HAS), where he oversees the evaluation of health technologies and recommendations in a context of enhanced international cooperation.

In recognition of his career, Lionel Collet is a member of the French National Academy of Medicine and has received honorary distinctions such as the Legion of Honor. His combined experience as a clinician, researcher, and senior civil servant gives him valuable expertise in discussing issues of peace, international cooperation, and multilateralism in the field of public and health organizations.
